The Open Budget survey is a part of the Open Budget Initiative is a global initiative to promote public access to budget information and the adoption of accountable budget systems. The survey is designed as a tool to analyse the level of budget information that governments provide its citizens, the level of participation given to citizens in the national budget process as well as the level of independence and the capacity of oversight bodies.
In 2014, IDEAS Malaysia was approached to conduct the survey. According to our findings Malaysia does produce comprehensive budget documents of an acceptable quality with the Audit Report providing the most amount of information. However, there are certain concerns over information that is missing for example, information on extra-budgetary funds, non-financial data and government debts and liabilities are limited.
